In 1884, twenty-six nations met in Washington and agreed to slice the planet into
twenty-four one-hour zones hung off the Greenwich meridian. Every line since has been drawn by politics, not
astronomy. The result is a map where the boundaries of time bulge, detour, and in three places split the hour into quarters.

Twenty-four was the plan. Thirty-eight is the reality.
Offsets run from UTC−12:00 to UTC+14:00 — a 26-hour spread across a 24-hour day, because
the date line is a negotiated curve and not a straight cut. Every inhabited place on Earth uses an offset that is a
multiple of 15 minutes, but only a handful of them bother with anything finer than a whole hour.

§02 · The quarter hours
Three places on Earth are 45 minutes off.
Half-hour offsets are unusual. Quarter-hour offsets are almost unheard of — three of them, and
one isn’t even legal. Find them on the map: they are the mint patches, and two are so small you need the leader line.

Nepal · ~30 million people
Nepal ran on Indian time until 1986, then pushed its clocks forward 15 minutes to a meridian
that crosses the summit of Gaurishānkar, about 100 km east of Kathmandu. Kathmandu’s true mean solar
time is UTC+5:41:16 — the new offset misses the sun by under four minutes.

Eight hundred kilometres east of New Zealand’s South Island. The islands kept UTC+12:15 from
1868, drifted to +12:45 informally in 1946 after New Zealand moved to UTC+12, and had it written into law
effective 1 January 1957.

Australian Central Western Time is not defined by any state or federal law. It is a convention
kept by roadhouses along the Nullarbor. Eucla, its largest settlement, recorded a population of 37 in the
2021 census — and its clock is the best-aimed on Earth, nine minutes from local noon.
§03 · Clock versus sun
How far your clock has wandered from your sun.
A time zone is a promise that noon is roughly noon. Stretch a zone wide enough — or move a
country into a neighbour’s zone for political reasons — and the promise breaks. In Kashgar, the clock says
lunchtime almost three hours before the sun agrees.

§04 · The widest zone
China spans five zones and keeps one.
Look at the map’s eastern half: one unbroken band from the Pamirs to the Pacific. That is the
single largest departure from solar time anywhere on Earth, and about one person in six on Earth lives inside it.

China stretches from 73°26′E to
134°46′E — about 61 degrees of longitude, almost five geographic zones. Five standard zones were
proposed before 1949; after the civil war, regional governments switched to Beijing time and the country
has run on UTC+8 ever since. In Xinjiang, an unofficial “Ürümqi time” of UTC+6 persists alongside it, and
asking what time a meeting starts means asking whose time.

Indian Standard Time is set on
82°30′E, a meridian through Mirzapur in Uttar Pradesh. It is the reason a billion and a half people
run 30 minutes off the hour. It also means the northeast sees sunrise nearly two hours before western India
while sharing its office hours; CSIR-NPL has proposed splitting the country at 89°52′E into IST-I and IST-II.

§05 · The line that moves
Time’s borders are redrawn more often than land borders.
A country can change what hour it is by decree, and several have — deleting whole days in the
process. The date line on the map is not a line of longitude; it is a record of those decisions.
A short history of moving the clock
Two vanished days
Kiribati straddled the date line: its
eastern and western islands were a full day apart, leaving only four shared working days a week. On
31 December 1994 the eastern islands skipped straight to 1 January 1995 — and UTC+14, an offset that had
never existed, was born. Samoa did the same on 29 December 2011 to trade on Australia and New Zealand’s
calendar; Friday 30 December simply did not happen there.

§06 · Who owns the most time
The country with the most time zones is not the biggest one.
Time zones follow flags, not landmass. France’s territories reach from Tahiti to Wallis and
Futuna, giving it twelve — more than Russia, which is nearly thirty times wider.

Twice a year, roughly a third of the
world’s countries shift an hour and the map redraws itself. About half of all countries have used daylight
saving at some point and abandoned it. Egypt is the only country in Africa that still does. Near the equator,
where day length barely moves, it was never worth the trouble.

What to notice on the map
Time is a political map wearing an astronomical costume.
The straight faint lines are the plan. Every 15° meridian is where a zone boundary would fall if
the Earth’s rotation were the only input. Almost nowhere does a real boundary sit on one.
The widest band is China. Five zones of longitude, one offset — the single biggest gap between
clock and sun on the planet.
Spain is the tell in Europe. The CET band reaches all the way to the Atlantic because of a 1940
decision to match Berlin, which is why Galicia eats dinner at 10 p.m.
The mint patches are the quarter hours. Nepal, the Chatham Islands, and a strip of Australian
roadhouses — roughly thirty million people, six hundred people, and a few dozen.
The date line bulges 2,800 km east so that one nation of 130,000 people can share a calendar with
itself — and gets to see every new year first.
