Autocracies outnumber democracies
V-Dem sorts 179 countries into four regime types. At the end of 2025 there were 92 autocracies and 87 democracies — the second year running that autocracies have been in the majority. The rarest regime type on Earth is now the liberal democracy.

Regime type is not a binary. It is a gradient — from states with no competitive elections at all, through elections that are held but not fair, to democracies where courts and legislatures genuinely constrain the executive. Weighted by population, the world sits heavily on the dark end.

Fifty years, there and back again
V-Dem's Liberal Democracy Index runs 0 to 1. Weighted by population — so that India counts more than Iceland — it captures what democracy looks like for a statistically average human being. It peaked at 0.39 in 2003. It has fallen 30% since, landing exactly where it was in 1978.

Democracy has a geography
Liberal democracy clusters in Northern and Western Europe, Australasia, Canada and Japan. Electoral autocracy — elections held, but not on a level field — is the world's most common regime and its most populous. In 2026 the United States lost its liberal democracy status for the first time in over fifty years.

What is breaking, and how fast
Twenty years ago the arrows pointed the other way. V-Dem's paired counts show the reversal in its plainest form: the things that were improving in 2005 are now the things most often deteriorating. Freedom of expression is the single hardest-hit component of democracy on Earth.

Why it is not just a scoreboard
Regime type is measurable in dollars and in daily life. And the picture is not uniformly bleak: after eight straight years of decline, one major index registered a stabilisation in 2025, and 2024's record wave of elections showed that voters still throw governments out.

Democracies rarely die by coup any more. They erode.
The method has changedMedia censorship is the most common tactic among autocratising governments — used in 32 of the 44 (73%). Repression of civil society follows, in 30 of them (68%). The ballot box is usually left standing; the referee is replaced.
Reversals do happenV-Dem finds that 70% of autocracies that begin a democratisation episode succeed. In 2025 Bolivia, Fiji and Malawi moved from Partly Free to Free; Syria, Sri Lanka, Bolivia and Gabon posted the largest score gains on Earth.
Voters still biteIn 2024's record election super-cycle — roughly 1.6 billion ballots across 74 national elections — every governing party contesting an election in a developed democracy lost vote share, the first time on record.
What to watch, not just readThe early indicators are boring and local: judicial independence, who owns the newspapers, whether the legislature can subpoena the executive. Legislative constraints are the worst-affected component in the US, at their lowest point in over a century.
